Options to require an explanation when evaluating above the mapped level or always

Options have been added to the evaluation plan to require an explanation when evaluating competences above the mapped level or always.

Up until now, it was only possible to parameterize if the explanation would be mandatory when the competence was evaluated under the mapped level. By checking the "Always" option, the system will require an explanation from the appraiser for each evaluated competence, regardless of the chosen level. If the "Competence evaluated above the mapped level" option is checked, the system will require an explanation if the level chosen in the evaluation is higher than the mapped level required for the employee in that competence.
